Any good negotiation has three parts. First, each side makes clear which issues they will stake their ground around. Next both sides formalize their positions and put forth proposals, usually resulting in a temporary stalemate. Finally, each side returns to their corners and decides when, how and on which issues to compromise in order to break the stalemate and get a deal.
